As I'm at work I only had time at lunch for a quick bit of research. Interestingly 2017's Health Department Spend was broken down by region. Out of a total spend of 9.7 billion 2.86 was spend in the combined Dublin regions which I know includes areas such as Bray so I assume Wicklow and therefore other adjoining counties. That according to my maths is 29.48%. Nowhere near being proportionate to the population.

I'm not sure what proportion you think it should be but there are a number of factors that are likely at play.
You still need a gp in leitrim within a reasonable distance of where people live plus hospital and ambulance services.
You cannot achieve the same economies of scale as in a city.
Older people are heavier consumers of health services.
Young people tend to drift to the city while older people in the city often cash in their property and retire somewhere
coastal and cheaper.
Dublin is more affluent and people there are more likely to access private health care, Mater , beacon, blackrock.

Here is the breakdown of the HSE. The 2.86 bn is for CH09 - with a pop. of 621,216. The spend on the rest of the country (pop. of 3,746,356) is 6.84 bn. Roughly a quarter of the population is getting 1/3rd of the spend.

CHO3: Clare, Limerick, North Tipperary (population 385,172)
CHO4: Cork, Kerry (population 689,750)

Thing is the IRFU, like Munster supporters, won't really care. They'll see Carbery, Beirne, Arnold, and Darrell in an Ireland squad with (Munster) beside their names and go "job done".
I don't think they'll care that they haven't produced anyone since O'Mahony.
Nordi will help balance Ulster's ledger for th IRFU also. I mean I haven't seen a huge amount of self awareness up north that they have produced one forward since Best...

Again, what Munster have changed to improve their production line of talent - at least that would be a start. Otherwise they'll remain a poor man's Racing Metro. A joke of a team.
