It's a poorly constructed clickbait argument.
Would NFL players dominate in rugby? Unlikely given their body-shapes, fitness types, skillsets etc. Potentially they could but who knows.
The argument as to whether or not the US could dominate rugby if they prioritised it, of course they could potentially do that but you could apply that to any country with a large population. Interestingly they do lead the numbers game in football I believe, that didn't count for much.
