It was Leicester and Wasps in the 00s and Bath in the 90s. That's it.

Exeter aren't there yet and not sure they'll ever get there. Northampton were ok at various stages but they were never consistent and always beatable. Sale and Quins both won the prem but never cut it at European level. Gloucester never even won the prem (I think) despite finishing top a bunch of times.

It was Leicester and Wasps in the 00s

Leicester under Johnson and Wasps under Dallagio were beasts of teams. Was to young to remember Bath.
