Maybe. It's worth baring in mind though they are only looking at one company and whether or not it had a deal. There's also an assumption that the closing of any loop hole would be broadly accepted by all eu states. Publicly they're all for it, they love the theory not so much the practice.
E.g. the British govt givingg tax breaks to hegde fund on certain transactions.

Don't get me wrong. Numerous countries (including France) in the EU have tax loopholes for corporates. Ireland, however, seem to think that it's a badge of honour that the Gov and IDA can't flaunt around the world.
