Tax Disc "lost" in the post

I paid the car tax on-line as usual last month but nothing arrived in the post. I contacted Shannon where I was told they had sent it out and undelivered tax discs should come back to them but while quite a few discs don't arrive at the intended address very few come back to Shannon, i.e. they're being stolen in the post. I was advised to fill out form RF something, bring it to the Garda station to be stamped then post it to the tax office for a new tax disc to be issued.
Thought Garda Gorm would be all over something like this, you'd think it would only be a few people at most with access to the mail coming out of the Shannon office who'd be involved...or do loads of posties take the opportunity? Doubt it somehow. :?
