Like a fair whack of 'em are spam accounts (whether human / Mechanical Turk, or automated bots) that attempt to post spam links, but don't get to (automated blocked / manual removal).

Yeah. Generally we ban spammers and remove any posts that they've attempted to put on the forum, but we don't actually delete the accounts.

These would probably account for the majority of such accounts.

So when you remove the post, their count goes back to 0?

I still have a pm in my outbox to a guy who was on flogging tickets 2years ago. Obviously hasn't been on since.
